I answered this but lost the post and could not even get back to the tread.
Repair work is a different department, different assessment, different tender process and different parameters. It also has different time. Repair work interrupts a functioning road. Speed is the issue and getting sufficient strength to be able open the repair to traffic. So the repair has to be completed within 24 hours. Which can mean that the traffic is on the new concrete in less than 6 hours. Cost is not an issue if the time is better controlled. It can be cost negative. Vehicles need to be back on the road.

New work concrete can be poured with normal concrete and cured normally. Thus the edencrete has to be cost neutral or cash positive. Only sections fall into disrepair. They can defer the expense and just repair the damage later. The tangible benefits need to be sold
