Not sure you've understood what I'm suggesting.
The bridge was built 40 years ago, it was a poor piece of engineering, since then, but particularly in the last couple decades, it's been under-maintained, and overloaded, meaning the risk something would go wrong kept mounting, and they did naught about it.
