The concrete road has a structural thickness which is it's full depth. Any milling takes away the structural integrity. Applying a layer over the top does not restore that integrity. Milling is applied to asphalt which is a structural sub base and the asphalt wearing surface. Whitetopping concrete roads is done. This is laying a latex modified concrete topping to the top of the road. This has many challenges.
Rather than dream of new uses, the issue will be the availability of the additive. Continued trials is proof of the value. Before use the principal will be ensuring continuing supply and the quality of supply. Nothing will shoot this down faster than getting the go ahead and then moving to an alternative mid contract due to unavailablity.
