I am not an engineer, but...
Design and drawings for site and plant
Provision of infrastructure (power, water)
Earthworks for access to site
Earthworks for preparation of plant site
Earthworks for tailings dams
Formwork and laying of concrete foundations for plant, admin and staff buildings
Manufacture of plant items (mills, belts, floatation) to process ore
Assembly of plant, and associated buildings
Commissioning
I expect there is much more.
ASM are not just digging up ore and loading it on a truck.
