well, maybe.
but wasn't one of the vegas tunnels implicated in worsening flood damage to neighbours?
and isn't OD shielded from normal requirements and scrutiny by a highly irregular indenture act on the locality?
this plant won't enjoy the same level of immunity from regulation.
