there is little doubt in my mind that it must be due to the possiblity of a CR in the near future, so management need to prove the economic viability of the small-scall mining asap to turn this around.

I think they can do it, as I think the project they have will have areas that allow this to happen. as long as they can identify the target zones very soon.
