I have to agree to a point about it had to do with the data, but if that's all it was and further data was required, would it have made sense just to get Elanco to wait the additional four months the option period still had to run.
To me it appears that the whole canine process was carried out in poor manner, that they knew when they sent the dossier it lacked sufficient data.
This to me says for some reason the BOD decided to send it anyway knowing that a rejection was the more likely outcome.
