Could it be they've figured they can push PAA into a weaker negotiating position by rejecting the option and waiting? If MPL-covid tablet (much easier to administer than remdesivir) succeeds it could come back to haunt them big time. PAA may decide to continue developing its anti cancer program, wait for Elanco's patent to expire in a few years and look for different partners in the meantime. Meantime there could be a lot of negative press for Elanco for holding things up. Whatever the actual reasons for Elanco's decision, a really weird situation.
