Even the title of this announcement is misleading!
"Commissioned" means that the design stage, build stage and pre-commissioning stage has been completed.
This title indicates that the electricity for the upstream processing plant is ready and good to go. . .
WE ARE AT EPCM STAGE! NOT "commissioned"!
