Take them to arbitration in singapore. However, if PNG has no cash but control the land in PNG they can do what ever they like.
They can take license and resell it. They can block development or delay it indefinitely.
Not sure even if HZN wins back Stanley whether it could be developed effectively with cooperation of PNG govt.
Unless there is a COUP. Only people I see who could fund a COUP would be Shell or other majors plus help from USA. Australia is too straight and narrow to get the job done.
Hence HZN is losing in PNG.
