I know they make tests! I am being sensitive to the use of the word test, it is ambiguous, I have owned millions of shares and after the constant idiocy I am now full tilt circumspect of anything they write. So, rant over, I read that statement to not mean production manufacturing for resale but "test manufacturing" read like R&D manufacturing not full scale production. They could have said "..to support RAT manufacturing programs" but they didn't.
Plus they are speculating about future supply because there is not a real deal in place.
