My sense is that the Chinese always play a good hand of poker when you are a foreigner coming into their markets to sell to them. CGGC wouldn't announce confirmation of the 346 plants contract until they see EMC's plant churning out products is perfect working order. That's how they hedge their reputations, and be seen in the commanding position. (Imagine, they announce the award to EMC and the products that come out of the factory floor doesn't work. How embarrassing for all parties, especially a lost of face for the SOE)

For the rest of us investors, it will be harrowing right to the wire until 3Q. Just beware, the share price movement will mess our minds if we focus on the wriggles and the squiggles of the daily price movements.
