    capanludd, interesting question, maybe they will need to install thermostatted immersion heaters ( coils) in the tanks to achieve optimal temperature of operation. Pretty simple to do for most chemical tank systems so can't see why not use such when the EMC tanks are subjected to external sub-zero temperatures. . Just guessing.
