Did a little digging Refinitiv is part of Thomson Reuters.
They have other reports on other similar companies in this space but very few Price Targets on penny stocks except EMP.
There is supposedly one analyst who updates the price target. Hopefully he has done his homework.
Other than that I don't know how they come up with their price target unless I contacted them directly.
My guess would be based on resource in a similar space to other large gas suppliers in the region.
