I've done a lot of dough on this one.


- The affected communities need the product.
- People making the final decision on funding have a number of competing priorities and finite funding.
- Elected officials will send the money where the votes are, often on something easy, visible and frivolous, rather than something more complex, hidden and necessary.
- A great product, but a hard sell.
- Throw in some fraud and poor execusion into the mix, and we are where we are.
