It means that Bullz eye shareholders need to be issued a detailed description of the other offer for their share and Emerald needs to extend it's ability for people who have already accepted to walk away from the process if they think the deal is better elsewhere.
Is it legal for Emerald to propose the purchase of Xinhe's interest in Bullz eye independently? No shares, just cash, but at a rate more like $0.15 per share.
