It's a draw down facility, like a line of credit. You only pay on what you draw. ie. you don't pay unnecessary interest if you don't draw on it.
Yes the limit is high if it is completely drawn down. However, if you have revenue to off-set the debt ie. invoice-able then there isn't an issue.
