suggest inspection engineer has recommended a higher pressure annular fitting into the casting to stop any water leakage and or a blowout given the drilling depth. My thoughts are the engineer on the ground made that call because he/she may have seen water leakage. Remember we are drilling in one of the strictest environmental state's in the US. I wouldn't be blaming drilling company. I also am not worried if they hit any water in first stage of drilling as this water would be from normal run off that has been trapped on top of the cap .
PS I am no engineer so leave open for others, however not seeing anything unusual.
