I totally understand your logic, however the key concept is that TCV is cumulative. I don't know if this is some sort of standard, but it's definitely how they are defining it.
The 15M is already counting all the TCV from 1 July 2021 up to now.
So the TCV value of 15M will hopefully get to 18M as at 30 June and will align up pretty close to the actual Revenue for the FY.
This idea is also backed up with the graph they included.
