I'm equally ignorant of the process, but that never stopped me talking at length ...

My imagination tells me the case for a single application is ...

(1) none

Con
(1) Presumably total cost of lodging all applications marginally less ... to use Footmax's inside knowledge ... Brad would only need to make one trip not four
(2) Assuming Colorado is not likely to revoke a granted permit retrospectively, applying for all permits now removes risk of future rule change
(3) Ditto reduced exposure from Federal-level changes (unlikely, current administration is looking very stable and predictable)
(4) Marginal increase in perceived value of BNL - I'll take holding 4 bits of paper over holding 1 bit of paper and the promise of another 3 later
(5) Ditto perceived value of management skills - i'm always more impressed by folk who can multi-task
(6) Blocks off a line of bleating from the flock - we've had 'Where's the application?' ad nauseam, don't need 'Where are the other 3, 2 and then 1 applications?' in rapid succession.

Cons of course as usual are the opposite of all the single pros and cons ... and the pros and cons of the case for concurrent applications are the same and the cons and pros for the concurrent application are the opposite of those, only reversed in the same fashion.
