Technically correct - in the US it's not unknown for explorers to skirt the edges of regulation and do 'water drilling' ... a hole is a hole and if you can claim to be drilling for water rather than something more strictly regulated and say, oil or gas bubbles up ... well, that's lucky isn't it?
I just sold out of a 'pump-and-dump' stock (88E) and this practice was decribed on HC.
To be clear, this is not what BNL is about.
