Another way to look at it is PGC's share price is still being punished for the sins of the past and not fully valuing the ongoing turnaround- reluctantly moving higher only once things fall into place, and the potential of this particular deal is like a bonus call option which the market is not pricing as being of any value.
Given it will take a couple of years for the company to continue its turnaround and move up from being rated as a rabid dog to a mongrel- then we might just see the fruits of this deal help it find some real pedigree and if it doesn't, it won't have cost the company very much to pursue.
