I would assume that those that missed out on their ability to pay for the wanted partly paids initially due to the mail service may be the ones offered them again in the excess sell off. It would make sense to fill these with their initial request, but how complicated a computer program to do this? 124 million were left over, and demand was over this, but they really haven't told us much as to who would get them.
