Interesting to see the lack of chatter around this offer...but an interesting observation and excellent question Peace.
I assume it would be because:
1) They do not have confidence around deals, despite the bullish presentations, AND/OR 2) They need sufficient working capital to get deals as collaborators may like to have confidence PYC will remain in business in order to do a deal, AND/OR 3) Hoskins / Hopkins want to get enough in the bank to leave these sorts of distracting discussions behind, and/OR 4) They want to change-up the register (and hopefully set a low point on the sp..?)
Of course, it would be better if they told us (in more detail) than to leave it to speculation...!!
