I beleive the intention is to provide the annual report post CR, or at least after the entitlement offer is complete.
You could imagine that this would shake up the top 20 shareholder list, so i would have thought that an annual report released now prior to CR would be full of data that is going to change anyway, so more relevant to wait.

And it is highly likely they would have some sort of extension from the ASX.

All IMO.
