As far as I know there are/were restrictions on the purchase/entitlement of the options if you did not reside in Australia (and maybe NZ?). Friends of mine permanently based in SE Asia could not get the options although holding shares over the ex-date. Not saying this would account for all of the options not taken up, but I would think a considerable percentage of investment in TV2 is from outside Oz.
