    Thanks @prawn_man for pointing me to the direction for research but I still couldn't find the actual cause for not settling the JV agreement between two. BPL seems to be just hanging in there for COB to do the work. I do work in very parallel industry but not a lawyer by trade. I wonder how long the agreement settlement will take, it seems to drain Shareholders in general unsettling COB forward looking with the project.
