No, they did put in the announcement at the close of the rights offer the shortfall would be placed with sophisticated and 'professional' investors (which means anyone really) so you just had to reach out to the company and express your interest then go through the process with CPS as ultimately they are allocating out the shares (yes most likely with OBJs guidance).
