So rather than let us poor retail schmucks try and make a quick buck by filling the over-subscription, they are gonna scale back, and flip the bird at us again...
I guess they figure the optics of seeing a quick pump as people try and grab a fill at 0.5c is better than rewarding the downtrodden great unwashed.
