Yes, that is correct. The shortfall is represented by the total amount of ineligible shareholders like US shareholders plus the entitlements that are not been taken up. The ineligible shareholders are very small in ASM so the game is to make as many legible shareholders not take up their entitlements. The closer the price is to 4.80 the more ppl will not take up their rights, so don't fall in their trap!!!
