Prior to yesterday's issue of the 69,533,341 new shares (those from the CR not requiring shareholder approval), the total amount outstanding was 506,667,256. Divide that by four and you get 126,666,814 which at 10.5c is the $13.3M they're wanting from this rights issue. In other words, it appears they need every single shareholder (except yesterday's additions) to take up their full 1-for-4 allocation - or they need some heavy hitters to pick up the shortfall. It's a big ask - how much do people think they're likely to raise here?
