I found another document on Zhang and PET. It's a PET research report from 11 September 2017:

It just cements my view that there's a much bigger plan to emerge here.

It appears ZZL was a shareholder of PET at the time of this research report.
On page 4 it states ZZL had 20 million PET shares @ 7 cents.
(and at $1.00 now, that's a pretty good uplift)

PET announced a deal with Beijing BHZQ Environmental Engineering Technology on 4 May 2017:

The agreement with BHZQ the company provided guidance of $15m for fiscal 2018 sales.
And the PET share price never looked back.

BHZQ is affiliated with Beijing Enterprises Water Group (BEWG).
BEWG is ranked 157 among China`s top 500 enterprises - stock code is 0371:HK (circa $5.2B MC)
And it's very much aligned to the Belt and Road Initiative.

A major uplift for PET happened in May 2019 around the time they announced results from a Chinese lake project. PET was endorsed as a water pollution control product approved by the Chinese government.

Zhigang Zhang is GM of BHZQ. He's quoted as "one of China's most prominent leaders in the environmental protection sector".

Thinking about this... EVS says they are "the most practical real-time, predictive and diagnostic environmental management software in the world" and CT1 says it has "the underpinning device and platform combination" which "is ubiquitous to all IoT solutions". And from BHZQ "we always adhere to the principle of technological innovation, management mechanism innovation as the basis, technology innovation as the core, business model innovation as the driving force and strive to build the industrial wastewater and asset-light service sector of BEWG."... which I think means BHZQ uses heaps of technology.

CT1 captures data, EVS interrupts data. A perfect match for BHZQ... maybe. Let's wait and see.
