If the monetization occurs at 3-4c, then its a safer play on heads. If the cash run way is not sufficient, then its dilution flaw for the ops.
If the monetization occurs at higher prices, then ops will do better. You have to pick a monetization value and bet on when. And not before expiry of options, but before the cash burn kills the coffers, and the next CR puts the existing options to the sword.
That said, there is a current and willing market to pay 0.2c for the ops, which in case of a flood makes a simple trade to free carry the heads.
