It is probably that only 50%, maybe less of the holders played the CR game. With many of those applying for more than their allotted share. It only need a 50% extra to be applied for to get to the 66% allotted to current holders.
If folks applied for 2 or 3 times of their 'rights; then the % of share holding that took part could be well less than 50%.
Generally in placements those that are very +ve tend to apply for a far greater quantity than they really want based on a scale back, thus an even greater potential overhang. Time will tell.
