Correct, we do not know anything about that Thai plant. The factory should cost $14m, it seems to be a fixed cost contract. Their original plan was to get up to 50% of it, the balance cash. They ended up with $4.3m of the $14m, in bank debt, a bit less than the maximum planned of 50% . It may be that they planned to get that $7m through cash flows and they are now less certain that they may be able to, hence the reluctance of using existing cash (they never said they would have used existing cash reserve to pay for the other half though...).
