According to the announcement, no EIA is required. This is a condition met in accordance with Carinthian State Government law.
My understanding is, they could only appeal the Law itself. This wasn't a decision made regarding the project and if it needs an EIA (not speacial treatment). It was a decision made regarding weather they met the conditions of the law (which they did).
Good luck changing the Government's laws to suit the wants of a few.
With that, good luck trying to spread the fear regarding it.
