The tourism comes to Austria in planes, and cars and trains. All tickets are booked on computers and phones. All accommodation is in buildings mostly multistory buildings. Food is grown using machinery and transported via trucks on highways made of stone and tar with concrete bridges and concrete lined tunnels. Etc etc. Nothing can be done without mining. Those big miners pay dividends to shareholders. A majority of those shareholders are superannuation companies and fund managers, whose clients are either employees with super entitlements or small investors salting some money away for the future. Yes some shareholders are big money. Big money only has it because little people gave it to them. Equalize the money out, the little people will just hand it back to big money.

The issue here, is at the core, NIMBYism. That has no nationality. It thrives everywhere. We have it here with people protesting here about logging while reading paperbacks and waiting to return to their "sustainable" timber houses with concrete floors and all amenities, in their cars. Austria has had mining, it still has mining. It exists along side of their tourism. I would bet that some of its tourism is visiting those old mines. Those old mines did not have the environmental potholes that have to be negotiated today.
You have the Austrian Government and the EU saying "we went down the wrong hole" and the constituents saying "don't change anything we are prepared to be screwed and if we get screwed it is the system's fault".
