@Carbondriver no-one has ever apologised to me on HotCopper - and I have been abused, and I see no need to do that to someone, I simply responded to with my information, incomplete though it has been.
I simply find it somewhat comical that 'investors' are supporting a mine across the globe, supposedly rich in a material of which there is plenty in Australia, and is it turns out in many other countries as well. But of course, it was bought by a local Aussie, whose habit it is to pick up bargains all over the world and re-sell them without 'doing' anything, and then his 'investors' get all hot under the collar about old-fashioned and former mining countries' environmental regulations, when i distinctly remember people here, just opening their car doors and throwing accumulated rubbish onto the road - never mind what some of those mines looked like (my husband worked on several of them) - with people drowning in ponds, being ripped to pieces by unprotected hoppers (no safety rails) etc. - all fact, all seen! Luckily, things have improved in Australia!!

So, yes, countries become regulated in order to safeguard all sorts of things, people foremost, then, last of all, it is the environment; we are just catching up on that in Australia, they are a little more advanced, maybe too over-regulated, in Europe.
