I actually opened your link, translated and read the article. I see that you, like this article are screaming for action and blaming EUR for lack of action. Therein lies the problem. You along with others have no idea of what action is.
Action is doing something. Action brings about change. The first rule of change is don't try to change something that you cannot change. The second rule of change is that change takes time and trying to speed it up can be detrimental.
Action has 8 distinct parts. A simple action is easy. A complex action usually requires breaking a distinct part into many smaller parts which in the main have to be done sequentially.
    (1) a reason or trigger to step into action. Possibly to make money, Maybe do something for the planet.
    (2) A solution. We are a mining junior, we will find a mine.
    (3) A plan. In this case it is the mining of Wolfsberg for lithium.
    (4) the approvals to execute the plan. This is approval by all stake holders.
    (5) Energy. This is the finance and the expertise require to execute the plan.
    (6) The actual execution of the plan. The building, commissioning and operation of the mine.
    (7) A result. The mine is in operation.
    (8) A consequence of the action. These may be many consequences, both positive and negative.

At present we are in stage 4. Apart from getting some input or indication of support, stage 5 cannot start and it definitely cannot be completed until stage 4 is complete. This support is in the form of indications of finance and the answering of questions raised by stakeholders. Engineering cannot properly be done with knowing all the conditions of approvals. Finance cannot be locked down until proper costing is done based on the engineering.

Stage 4 needs approval from all stakeholders and there is a process and a hierarchy to adhere to. All EUR could do is put in the applications. EUR has since sold the project so it is CRML task now. Several approvals are in place. The environmental approval has been a major hurdle. A solution was presented and applied for. That being that if the surface area was less than 10 hectare(??) no EIA was required. This has been approved. Had it not been approved a delay up to ten years was possible. So CRML can move onto the next small step in stage 4.

This stage 4 process cannot be dismissed, it cannot be bypassed, and in most cases it cannot be hurried. All an applicant can do is put the applications into the system in a timely and orderly manner. In this case, the way I see it, the delays in putting documentation was beneficial in allowing the application processes to be accelerated.

Maybe EUR do not answer queries or make themselves available. Sometimes talking too much can be detrimental to the due process and could be seen as trying to speed up the process.

So if you are going blame someone for lack of action, then blame the approvals system and all the NIMBY stakeholders. Those that want "Green Energy and Green Cars and mobile phones and portable computers and electric scooters and ebikes etc" but prefer to have the material mined and processed somewhere else. Those that do not want to cut down trees but read books and have timber homes and drive hundreds of kilometres to protest.

Also contrary to your position, EUR no longer owns this mine. They have sold it to CRML. Which was a stroke of genius. I believe that it became plan B when Russia invaded Ukraine. The deal was a little complex and it will take some time to get the money. I also think that the mine may never operate, but that will not be the fault of CRML or EUR. It will be a direct result of the population of Austria. This is a process that I am well aware of.

If there was no stage 4, this mine would have been operating 13 years ago.
