You do not spend $400M on developing a full bankable feasibility study with a full environmental study before you know what the authorities will or will not allow you to do. You address the areas of concern as and when they present. Then you proceed to the next stage.
To make yourself available to answer questions to every nimby that demands answers only feeds those detractors.
The population of Austria have to work out if they want to take ownership of their future or be subject to the whims of other countries. China has a stranglehold on all the critical metals, and they have not been backwards at saying that they will use that stranglehold as a weapon.
