Uh...maybe the RE prices have risen considerably in that period and decoupling from China and demand for them now makes it extremely financially attractive.
Had you heard of Tesla 11 years ago? Were there Windfarms popping up everywhere 11 years ago?
Pretty sure REs were thought of as a by product/essentially waste material not that long ago. Now they are found in everything...
Also the company had different management, projects and a different name.
