My guess is some form of JV, therefore project level dilution instead of company level dilution. Further, might be that EOS licences the frequencies to the Special Purpose Vehicle which increases the benefit to EOS above 70%. Further, there is potential for the EOS portion to be funded by government customer pre-payments (as outlined previously by the company), therefore a CR is not a forgone conclusion (unless something has changed in a update I have missed).
I very much doubt this will be demerged from EOS, as they only recently acquired the entity which enables them to achieve this.
For those apparently keeping track, bought more today @ $4.
