I agree this conditional contract is puzzling. If Ukraine is in such desperate need of anti drone defence then why is it bogged down in bureacracy. Have they not the money and are priotising 155m shells and offensive weapons? Not sure what the make of it as its dragged on and on and on and management still dont seem to have much of a way of insight into a pathway to confirmed orders apart from being published in some Ukraine defence book.
