Those open gates let you get to the driveways, which have cameras and restricted access doors. It's not like they're making or storing these things out in the driveway. The gates get locked up overnight and when there are protests or other stupidity going on, but otherwise are open as they should be. Queanbeyan isn't HQ, just as an aside.
