The EOS laser communication innovation is only applicable where the beam is travelling through the atmosphere. It operates by measuring the blurring effect of turbulence and density variations and adjusting the optics of the data beam to compensate. It's essentially the reverse of the adaptive optics technology used in astronomy where the optics are adjusted to correct incoming light for atmospheric aberration.
The innovation offers no benefit between points outside the atmosphere.
