Because LTH recognized that 8 years ago EGR was in a similar situation an only 2-3 steps away from financing.
Also at that time the KfW tried to guide EGR through the process and required missing paperwork like a approved

" it has received notification regarding the Preliminary Review of the German Government Inter-Ministerial Committee"
you recognize that EGR has not yet received guidelines and tasks. Yes EGR is eligible to receive the credit, but before it has to deliver all paperwork and fulfil all tasks which will be identified during the preliminary review process.
Keep fingers crossed, that they are faster and more accurate to follow the Todo list of IMC.

Difference now is they are supported by KfW Ipex Bank which has hopefully an impact on their diligence.
