Financing still requires an independent expert opinion (Independent Expertise) on both the Project, and the proposed financing arrangements. Now required to obtain Preliminary Approval for a binding offer of cover.
Presumably receipt of "a binding offer of cover" would be followed by company obtaining legal advice and potentially negotiating terms, perhaps.
