It wasn't to long ago the Tanzanian Government was saying companies that don't move on their resources will lose them. My bet is there is quite a few Chinese companies floating around Dar es Salaam reminding officials about that statement over very lavish dinners. Maybe we are seeing that in process, who knows. This mine has been dragged on for close on a decade by EGR and we seem to be no closer to opening ANYTHING. When it comes to Africa nothing would surprise me and lets face it management would simply change direction yet again on some wacky story the punters will buy into.
