Is this confirmed or speculated re RAP needing to occur before mining?
Clearly that would be the case if it was a condition of mining licence or there were locals living above the starter pit location, planned sites for processing plant and planned early waste piles. What can sometimes happen is that locals are living above later phases of the project but at startup they are a safe distance from operations.
For example, Atlantic lithium is an example of an African mining project where the resettlement costs are part of the sustaining capital expenditure rather than the startup capital expenditure.
