DFC would be funding Namibia, it's up to LPD to secure seperate funding for UAE.
US are fighting China's expansion into Africa. None of that really matters if LPD can produce a solid business case and do what they've been talking about for the last few years. Sounds like they were lining up a local UAE investor to fund the plant, which LPD will operate.
